In paper, its does seem crucial in education and resolving discrimination and racism but, since the board of education- across states- institute protocols and required resources for all school staffs to teach, it may never work. So a nationwide test may be advised. |

In conclusion, the Federal Government can change spending in their revenue and to increase funding on Medicaid but, the institution has limited power to oblige the states into opting in to expand spending on health care for the unfortunate. |
