Yes, and adjust them yearly for cost of living and inflation for everyone except politicians, political advisers, press secretaries, and similar positions. Also, extend the pension to private citizens excluding billionaires

Yes, but it should depend on how long they've worked in the government, what they did/importance of job/role, or if they make so little in pension they are still working despite being old.

No, Pension shouldnt be decided raised just due to being apart of the government. Also, Pension should be removed from Career Politicians that are Reasonably Wealthy
