I feel like country’s should always prioritize their citizens because they are the ones who make things happen with the vote

Yeah, in a democracy, if a government subjugates it citizens to obey global policy that they don't agree with, they can't expect that to happen for long, as eventually the popular opinion will be enacted as new legislation. Power comes from the people.
