It comes from, if not outright bigotry, a manufactured struggle and lack of education. And yes, this absolutely should be addressed and dealt with.
The ruling class intentionally creates the conditions where everyone else must struggle to survive, while simultaneously instilling the propaganda within the population that this struggle is the fault of other minority groups, thus shifting any blame away from the actual systemic problems created and maintained by the ruling class. The only way to genuinely address the root of this problem is to abolish the structural existence of the ruling class.
