Medicaid was initially implemented as a means for all citizens to have access to healthcare

Not only does this cover the elderly and disabled, but the poor as well. Low class citizens should also have access to Medicaid.

I agree. People who cannot support themselves/can barely support themselves should be able to get Medicare.
